One of my very good friends of many years asked me aswell as 3 other girls to be bridesmaids . She purchased the bride maids dresses from a website that does not stock plus sizes ( I am plus ) she just bought me the biggest size they stocked and hoped it would fit . I lost 18 pounds to try and fit into it but it still wouldn’t fit . I had to pay 200€ for alterations and fabric which was more than dress itself cost . I paid 100€ for the fabric and got a call from the bride saying I owed the alterations woman’s other 100€ euro . On top of this we paid for our own shoes bag hotel accommodation considering the fact I was already out of pocket for all this . Should she have paid for the alterations??

Possibly, though if you value the friendship, best to drop the matter.
There is also an argument that being a bridesmaid is 'pay to play', and the costs were your responsibility.
You don't give enough information to be sure: was there any discussion with you before she ordered? Had she asked you about your measurements, or given you enough information for you to foresee a problem and offer them?
With hindsight, this was handled badly. But the issue is whether she acted in good faith - or just didn't bother.
You may have enough information to see that clearly ... I'd also consider her financial situation; was she stretched over this wedding?
