Did he cheat?

Me and my fiancé have been together 2 1/2 years we recently just had a baby in July. I was recently on his phone and I noticed he had a app called kick its a way to text people but not through you actual phone number I was very curious and I decided to look in it and there was a bunch of text from people he contacted through Craigslist there was also emails this was done in July i then did some investigating and found his tinder he only said hi to two people back in April I confronted him about this he said he was sorry and never touched anyone he just got freaked out about the baby and felt out of control he said it would never happen again he even cried telling me he knows it was stupid but swears it never went farther then texts I told him I'll forgive him for our family's sake but it's so hard to go back to normal I love him but my self confidence is so low now I feel like I'm not good enough . I just need advice and to know is what he did considered cheating?
